Who is Registrant?
- Electricity generating facilities must be registered with the I-REC system before I-REC can be issued. Owners of these electricity generators are able to register their production stations and request I-REC issuance on their own behalf, or through the appointment of a third-party agent. The individual or organization tasked with registering the generating facility and requesting frequent I-REC issuance is called a ‘Registrant’.
- A Registrant is the only party that can register a production device with the local Issuer and requests the issuance of I-REC.
- The Registrant must always request that I-REC be issued into the account (trade account) of a Participant. The Registrant can be a Participant, but this could also be a third party.
How to become a Registrant of the ITSF?
- The applicant for a Registrant of the ITSF must be a legal entity (e.g. registered incorporated or unincorporated business, public sector entity, or private individual) and submit the applications to the relevant Issuer (such as The Green Certificate Company in Vietnam) for processing.
- The Application will include:
- The Standard Forms, which are published on the Evident website such as Market Entity Application, Production Facility Registration, etc.
- Contracts: Standard Terms (Registrant-Issuer)
- Especially, in case of The Green Certificate Company as Issuer, the Applicant Registrants should contact them for the signed, scanned and completed copy of forms and standard terms.
- Registration as a Registrant is free. However, there are fees attached to the registration of production devices, which are publicly posted based on regional Issuers in Evident Fees for I-REC document (Evident Website).
Production Device Registration Process
The Registrant must first have signed Standard Terms with the Issuer proposed for any production Facility to be registered.
- Step 1: Production device registration:
- The various documents for production device registration with the Issuer can be found on the I-REC Standard website and as part of the I-REC Code Subsidiary Document 2 – Production Device Registration.
- The supporting evidence must, as a minimum, include:
• Unedited project photos (ideally with Production Facility location embedded);
• Sample metering evidence;
• A single line electrical diagram using industry standard notation. This must show all existing network entry/exit points and any directly connected consumer supply points;
• Proof that the Registrant is the owner of the energy attributes. - The Registrant shall also submit Registrant’s Declaration or Owner’s Declaration in case Registrant is not the owner of facility.
- Step 2: Third-party verification of production devices:
- The relevant Issuer usually requires confirmation of the device details from the national grid operator, national regulator or public authority. Where no official verification is publicly available, the issuer may require a site visit be carried out by a competent third-party. All issuers, including the relevant Issuer, are tasked with conducting regular and ad-hoc audits to ensure the information delivered by the registrant and verified by third parties remains accurate.
- Step 3: Finalization of production device registration:
- The issuer will send the registrant an invoice for the production device registration fee. Payment of the fee must be made prior to I-REC standard certificate issuance. Each individual issuer may have different fees for production device registration.
The time frame to open a Registrant account could be 3 to 4 weeks, meanwhile Production Device Registration could take up to 7 weeks to be completed. And within 5 business days of the submission of verified meter readings, new I-RECs will be issued. Therefore, comprehending the necessary paperwork and protocols will facilitate accelerated IREC issuance, promote market trading for Registrants.
